Ministry Issues

A Resource for the Conferences of the United Church of Christ
Relating to the Ratification of the Amendments to the Constitution
Resulting from the Adoption of the Pronouncement "Ministry Issues: Forming and Preparing Pastoral Leaders for God's Church"

The Twenty-seventh General Synod voted changes to the Constitution and Bylaws of the United Church of Christ.  These changes alter and expand the path to ministry and follow adoption of the Pronouncement "Ministry Issues: Forming and Preparing Pastoral Leaders for God's Church" in 2005 by the Twenty-fifth General Synod.  The 38 Conferences of the Church are now required to ratify the changes to the Constitution, as set forth in Article XII, paragraph 74 of the Constitution, before those changes may be implemented.  Two-thirds of the Conferences must act in the affirmative prior to the Twenty-eighth General Synod.

Please understand there is no opportunity for the Conferences to amend these General Synod-voted changes to the Constitution; yours is a straight up or down vote, YES or NO to the document in its entirety.

A number of resources are being made available to the Conference so that those who will be asked to vote on the ratification of the amendments may further acquaint themselves with the issue prior to the vote of the Conferences.  On this website you will find a memo of explanation from the Ministry Issues Implementation Team, the Constitution, as voted by the Twenty-seventh General Synod, in a format allowing you to see the new and old language and you will find two documents previously made available to delegates to the Twenty-seventh General Synod.  These documents will provide some additional background and are titled, First Report of the Ministry Issues Implementation Team-April 2009 and Second Report of the Ministry Issues Implementation Team-May 2009.

Questions relating to the ratification process may be directed to my office.  Questions regarding the Constitutional changes, themselves, and the intent of the language should be addressed to the Ministry Issues Implementation Team.  The Implementation Team welcomes your calls and questions and these questions may be directed to the team through the Rev. Barbara Blodgett.  Rev. Blodgett's office phone number is 216-736-3841 and her email address is blodgettb@ucc.org.
